Registration Guidelines

To register for training electronically, please click on the link at the bottom of each course description. The link will take you to the on-line registration form. You may register for more than one class at a time; however, not all courses are on the same form. If you do not have access to the on-line registration form, you may request a paper form by calling (919) 733-2601. You should receive confirmation from the Office of State Personnel training coordinator approximately 3 - 4 weeks before the class is held.

All agencies must designate someone to authorize training in advance. If you are unsure who this is, please check our Training Coordinator page to find the training coordinator for your agency. Please make sure your enrollment form is filled out completely. It is necessary for all participants to obtain their supervisor's approval and, in some cases, inform the agency or institution training coordinator before signing up for training.

In addition, all phone numbers should be included on registration forms. (In case of emergency cancellation of classes, enrollment information may be necessary to contact participants. Cancellation of Training below.)

Who Can Participate

Training is intended for North Carolina public sector employees. Sessions cannot be offered to private citizens, with the exception of Technical Training and Certification offered by Wake Tech and the Professional Skills Program. Anyone is eligible to register for those courses or technical certifications. This includes Skillsoft.

Payment Options

Payment authorization is requested at the time of registration. With proper authorizations, department may be invoiced. Participants should follow their agency's budget authorization process to obtain payment approval.

  • Checks- Make checks payable to "The Office of State Personnel" in the amount indicated per course.
  • Invoice- Complete each registration form with proper authorizations, budget code and purchase order number.
  • Electronic IGO payments payable to 13PT group number

Refund & Substitution Policy

You may cancel registration up to 10 (ten) business days prior to a course start date and receive a full refund. After that, cancellations result in NO REFUND. If you do not cancel and do not attend, you are still responsible for full payment. If you need to cancel less than 10 business days prior to the course start date, you may send a substitute.

For all technical courses offered by Wake Tech through the Professional Skills Program, you must cancel 10 business days prior to the class and receive a refund minus an administrative fee of $15. Otherwise, you may send a substitute in your place.

Cancellation of Training

On occasion, adverse weather requires a training session to be cancelled or postponed. Every attempt will be made to contact participants. Announcements will also be made on OSP's website, http://www.osp.state.nc.us

If the session is postponed, you will be automatically be placed on a waiting list and notified when new training dates are scheduled.

In the event that HRD completely cancels a training session, you receive a full refund.  

State Personnel Development Center

The courses listed will be held at the State Personnel Development Center, 101 West Peace Street, Raleigh, unless otherwise noted. Parking is available in front of the PDC in State Government Parking Lot #48 or beside the building in Lot #25 in any spaces marked "Permit Required". Vehicles parked anywhere else are subject to towing. Anyone who participates in training at the Personnel Development Center is required to obtain a parking pass from the receptionist to place on the dashboard of his/her car. Participants should arrive early to obtain a parking pass from the receptionist.

Courses can also be offered at locations across the state when there are a sufficient number of participants.
