The local government HR services program serves 228 local agencies that employ approximately 30,000 local government employees subject to the State Personnel Act. The local agencies that provide HR services include local departments of social services, public and mental health. However, each human services component is organized differently and created under different laws: social services departments are found in each county; mental health organizations are typically organized in a multi-county area; and public health departments can be single- or multi- county. It is important to note that federal merits standards and the State Personnel Act set forth specific requirements for the legal administration of the local government HR systems as a requisite for federal dollars that support the delivery of services and benefits to citizens. |
