This manual contains the policies, regulations, and procedures of the Office of State Personnel which
apply to employees of state agencies, universities, boards and commissions that are covered by the provisions of the State Personnel Act.
Policies and regulations approved by the State Personnel Commission are presented in fourteen
major sections.

The effective date of the policies denotes the date that the policy was last revised. Revisions will
be distributed as new or revised policies are approved by the State Personnel Commission.
Questions or suggestions regarding the contents of the Manual should be directed through
supervisory channels to the Office of State Personnel.
